Marsha Basloe, President
Marsha Basloe joined CCSA in February 2018. Most recently, Marsha was senior adviser for the Office of Early Childhood Development at the Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS), where she was responsible for coordinating early childhood homelessness working closely with the Office of Head Start and the Office of Child Care and the Interagency Workgroup on Family Homelessness. She also worked on early childhood workforce initiatives, communications from the Office of Early Childhood and inter-agency efforts and other initiatives aimed at young children and families.
Before joining HHS, Marsha served as the executive director of the Early Care & Learning Council, the statewide CCR&R agency for New York’s 37 CCR&R agencies, where she was a member of the Governor’s Early Childhood Advisory Council. Before that, she was the executive director of Durham’s Partnership for Children.
Joe Bloomer, Vice President of Operations
Joe Bloomer has worked in the non-profit sector for more than 20 years. He oversees non-program operations including facilities, information technology, risk management and contract administration. He also directs the agency’s meal services program. Joe holds a BS in Public Administration from The University of Texas at Dallas, and is a Certified Facilities Manager.
Linda Chappel, Sr. Vice President, Triangle Area Child Care Resource and Referral Services
Linda Chappel holds a doctorate in educational leadership and a master’s degree in school administration from UNC-Chapel Hill. She also has more than 30 years of experience in early education and youth development. Linda leads quality improvement initiatives, professional development and family support activities in Durham, Orange, and Wake counties. Before focusing on improving early education systems, and increasing access to high quality pre-kindergarten and child care, Linda spent two decades in the public schools, focused on parent and family engagement and extended learning opportunities for traditionally under-served youth.
Edith Locke, Vice President of Professional Development Initiatives
In 1993, Edith Locke joined CCSA just as the T.E.A.C.H. Early Childhood® Program was expanding into a statewide early childhood workforce initiative in North Carolina. In the mid 1990’s, when CCSA first became an administrative home for various Smart Start funded initiatives in Orange County, Edith managed projects on the local level before becoming the lead program administrator for North Carolina’s T.E.A.C.H. Early Childhood® Scholarship Program in 1996, a function she continues to perform.
In 2002, Edith joined the T.E.A.C.H. Early Childhood® National Center and today serves as a technical assistance specialist responsible for supporting other early childhood focused organizations, nationwide, in their administration of their respective T.E.A.C.H. Early Childhood® Scholarship Program.
Mary Martin, Vice President for System Research and Development
Mary Martin began work with Child Care Services Association in 1994. Her responsibilities include overseeing the continued work of the statewide Child Care Resource Referral services through both the CCR&R Council and the Infant-Toddler Enhancement Project and performing both the systems research studies undertaken by the agency and the major program evaluation services. She holds a master’s degree in social work from UNC-Chapel Hill and an undergraduate degree from The College of William and Mary.
Allison Miller, Vice President of Compensation Initiatives
Allison Miller directs the Child Care WAGE$® Project in North Carolina, an education-based salary supplement initiative designed to provide critical financial support to the early childhood workforce. She has been with CCSA and WAGE$ since 1994 and works directly with other states that have licensed the initiative as a model.
Emmanuel Paul, Sr. Vice President of Finance and Human Resources
Emmanuel Paul has been with CCSA in various Accounting positions since 1993. He has served as an adjunct faculty at UNC-Chapel Hill, teaching nonprofit financial management. He is an experienced leader in management of accounting and financial systems, human resources leadership, and non-profit management. He holds an MBA from the UNC-Greensboro and a Bachelor of Science degree in Accounting.
